Description

Advise that issues should only be opened for problems occurring only in node Docker environments.

Add links for Node.js and npm support to README > Supported Node.js versions

Motivation and Context

Although the SECURITY document advises not to open vulnerability issues for Node.js or npm, there is no corresponding text for regular issues with these components.

Users may think (and do) report issues directly in the docker-node repo for component problems that cannot be fixed here.

Not sure if this is more gaps in https://github.com/nodejs/docker-node/blob/main/.github/ISSUE_TEMPLATE/config.yml than the README. Having it in either is likely not going to avoid drive by issues though.

There haven't really been many off-topic posts in the last months, and the ones that were in that category were more concerning vulnerabilities, which is already well covered in the documentation.

This PR is just another small step in making the README documentation clearer about what is supported. I think the change is worthwhile putting in there.

I'll take a separate look at the issue templates and see if any of those should be updated.
